I don't know about Vermont, but the 5 southern-most counties in New
Hampshire must sell only oxygenated (ethanol) gasoline under federal law.
The northern counties allow ethanol-free gas, but it's becoming rare because
the fuel distributors won't provide it to the stations.

I came across this web site http://www.epa.gov/air/data/geosel.html that
provides maps of areas that have pollution issues. If an area has air
quality problems the EPA will require state governments to come up with a
plan to fix them, and the current fix is the mandated use of oxygenated
gasoline (ethanol).
Look at the nonattainment areas, especially for Ozone 8-hour, which are done
on a county basis. In those counties you will probably be getting ethanol
gasoline, as MTBE has been phased out due to groundwater pollution issues.

For you, western NH or all of Vermont might be a good place to look. At
least in those areas ethanol isn't mandated, but the dealers might have a
hard time finding a fuel source. Any station in those areas that gets its
gas from Canada would be a good bet (Irving?)
